Timor-Leste joins the Virtual Conference on South Pacific Arbitration

DILI, 18 of march, 2021 (TATOLI) – Timor-Leste participates in the International Virtual conference on Arbitration of the South Pacific, held in Sydney Australia, through the invitation addressed by the Director of the Asian Development Bank, Sunil Mintra.

The Minister of Justice, Manuel Cárceres da Costa, represent Timor-Leste in conference highlighted the importance of International Arbitration to resolve the various disputes in today’s society, which are not only the responsibility of the judicial system.

“We believe, therefore, that the design of the legal framework that allows the use of this alternative dispute resolution route is decisive”, he said.

The International Arbitration has been a topic of particular approach and attention on the part of the Executive and national Parliament, namely in important aspects such as economy and trade.

Thus, He recalled that, on February 2, the Timorese National Parliament (TNP) approved, Timor-Leste’s accession to the 1958 New York Convention on the recognition and enforcement of foreign arbitral awards. However, on February 12, the TNP also approved the Legal Regime of Voluntary Arbitration.

“The Regime will offer all citizens a judicial service that allows an objective, impartial, equitable, useful and efficient resolution of disputes”, he said.

At the same time, he also recognized Timor-Leste’s efforts in land reform legislation and stated that both Voluntary Arbitration and the latter legislation guarantee “speed and security” in resolving disputes, acting in accordance with international rules.

At the end of his intervention, he mentioned about the Singapore Convention for Compliance with Uniform Rules on Trade Agreements.
