ICT Timor faces challenges nevertheless achieves local network connection

DILI, 25 june 2021 (TATOLI) – The Information and Communication Technology Agency – TIC Timor, IP, since its existence, faces some challenges, but has already made some progress in the implementation of e-Government (e-Gov) in 12 municipalities, especially in connection with the local network.
Caetano de Sousa Vicente, Executive Director of TIC TIMOR, said that the local network has facilitated access to information between one municipality and another, as well as access to the free balance system.
In the future, TIC intends to concentrate access to data through the e-Government data center at the Government Palace, including the use of the Timor-Leste Government’s video conferencing application, adopting the open system as a platform. open source. “These systems are offered without the need for the internet, thanks to the local network allowing a reduction in cost and time, increasing productivity, efficiency and effectiveness”, said the TIC Timor director, Caetano de Sousa Vicente told TATOLI Agency at his office.
The official also mentioned that TIC TIMOR also already has the focal point in the 12 municipalities to support the IT technical services at the municipal level. In addition, it developed the main portal in 12 municipalities, including the single portal called Government Dashboard, the human resources portal and the government services portal.

“We have already developed and provided the official website and email address to the ministerial lines. Maintenance and technical support in the area of Technology, Information and Communication was also carried out.” The agency has been cooperating with state institutions to centralize its data in the ICT data center.
He revealed that this institution has helped the Government to make current and true information available to its citizens regarding covid-19 in Timor-Leste, through the creation of the Covid-19.gov.tl page. This service also acts as a measure to combat the dissemination of false and misleading information.
With regards to the challenges encountered, TIP Timor-Leste still faces three problems – the lack of technical employees with 100% skills, some ministries still without direct connection to TIMOR and also without centralization of Government data – although this is from the responsibility of these institutions. Finally, some state institutions depend on resources from abroad.
“There are some increases in annual expenses, although the agency’s objective is to reduce costs in the areas of information technology and communication in all Government institutions. Asked about the cooperation of ministries with ICT to develop the integrated service of this e-Government, the official said that there are currently more than 40 government institutions working together, using the equipment provided by ICT.
“We hope that, in the future, all ministries will have a direct connection to ICT TIMOR and centralize their data in the agency’s data center to ensure government information, preserving it securely in the respective government data centers”, he concluded.
It is recalled that TIMOR TIC was created based on Decree-Law no. 29/2017, with the main objective of implementing the policies that are enshrined in the National Policy on Information and Communication Technology through Government Resolution no. 8/2017.
He added that TIC TIMOR is a public institute, directly supervised by the Prime Minister, with jurisdiction throughout the national territory. The agency’s main objective is to implement core policies in the area of information technology, preparing and approving ICT strategies and implementing core technologies.
This institution is responsible for the implementation and infrastructure of e-Government networks, including fiber optic cables, taking into account the national priority. TIC TIMOR is in charge of implementing the e-Government initiative, already foreseen in the agenda of the Reform of Administration in the VIII Government.
There is a stipulation in the Administrative Reform Program that has as its main objective the provision of electronic services to the private and public sectors and the population in general. This effort will contribute to a more effective, transparent public administration and improve service delivery, simplifying bureaucracy.
The main components of e-Government implementation are divided into four categories, namely the management of programs, technologies, processes and strategies. TIC TIMOR develops specific services related to infrastructure, trust, security and privacy, education and other services.
