In early 2024, ADB will present a draft Public Transport Master Plan to government

DILI, 11 december 2023 (TATOLI) – The Asian Development Bank (ADB) has been working closely with the Ministry of Transport and Communications (MTC) on a draft Public Transport Master Plan. ADB team is planning to finalize the draft Master Plan to present it to the Minister of Transportation and Communication (MTC), in january 2024.

ADB country director, Stefania Dina said that ADB has been assisting MTC in designing and developing the master plan to identify the future vision and goals of the public transport system, mitigation measures, and short-, medium-, and long-term investment plans.

“The ADB team has been working with MTC and plans to finalize the draft this year to be able to present it next year to the Minister so that the master plan can be launched and investments plans can start,” Dina told TATOLI Agency in Farol on wednesday.

She added that the vision of the master plan is to ensure people have access to an efficient, safe, inclusive, climate-resilient, and sustainable public transport system.

Country Director Dina said that once the Master Plan is approved the ADB team will be happy to support MTC in undertaking feasibility studies to define future investments.

The team has conducted consultations and collected data on current demographics, population growth, number of passengers per day, current microlet and bus routes, and terminals. Socio-economic, and land use and traffic situation were also reviewed and analyzed to identify issues and needs. “It is important to know the country’s reality, meet people’s needs, know how many people are traveling every day, where they go, and if the services provided are meeting their demand. Safety and accessibility (especially for disabled people, pregnant women, and the elderly) are paramount” she explained.

The Minister of Transportation and Communications, Miguel Marques Goncalves Manetelu said that last november ADB team met with MTC to discuss the master plan of the public transportation system.

“I am expecting the presentation of the master plan for the public transportation facility. I still do not know the real concept of the master plan and I hope the ADB team will present soon and we can decide,’’ he said

He added MTC will decide on the concept based on the real conditions Timor-Leste country has and we do not decide on that big concept, but it needs to have step by step.

“I guess it will bring us to the investment on loan. But let’s see what we should decide after they come and have the presentation of the real concept, they have been designed,’’ he concluded.
