DILI, 21 february 2024 (TATOLI) – The European Union and the Secretary of State of vocational Training and Employment presented today the TVET project on Agroforestry Skills for Employment and Resilience, at Tibar Training Center. This project, of 6 million Euros, will be implemented in the next four years, by the International Labour Organisation (ILO), in close partnership with SEFOPE, INDMO, private sector and training centres in Timor-Leste.

The main objective of the project is to promote green and sustainable economic diversification in Timor-Leste through private sector development, technical and vocational education training (TVET) for youth integration in the labour market.  Specifically, this project intends to increase quality employment and entrepreneurship opportunities in sustainable agro-forestry, for youth, particularly young women and girls to meet their specific needs, while promoting a green and circular economy.

The project will:

  1. Create and develop an observatory of the Agroforestry Sector to identify green and circular economy needs and opportunities for employment of the agroforestry sector in Timor-Leste.
  2. Develop processes and methodologies linked to the private sector demands and training offers to  improve the quality and inclusivity of the TVET.
  3. Provide skills and competences to managers, trainers, and trainees of Agroforestry TVET organisations in Timor-Leste and to women and youth living in rural areas.
  4. Prepare and provide digital platforms and facilitation services to promote the integration of youth and women in the labour market and employment.

At the launch of the project, the Ambassador of the European Union, Marc Fiedrich, said: “From our side, we hope that this project will contribute to increase the number of youth and women that benefit from vocational training and can get a job or create their own employment in the country, to contribute here, in Timor-Leste, for the diversification of the economy and growth of the family’s income, particularly in rural areas.”

The Secretary of State of Vocational Training and Employment, Rogério Araújo Mendonça stated: “I hope the ASER (Agroforestry Skills for Employment and Resilience) Project that is launched today could take into account of getting young people to work in the sector, this requires an attractive income that could be earned by young people to work in the sector and involvement of private sectors. I believe, by working together, we can really do good and fruitful activities for the benefit of the people in Timor-Leste.”
