MoH and JICA consultants team explains the detailed design of HNGV to MPW

DILI, 24 March 2025 (TATOLI) – The Ministry of Health (MoH) and the Japan International Cooperation Agency (JICA) consultant team Two weeks ago, delivered a presentation for the Ministry of Public Works (MPW), explaining the detailed designs of the JICA Project for the Improvement of Guido Valadares National Hospital (HNGV).

The meeting was chaired by dr. Adelia Maria Moniz Barreto, MPH, Director General of Health Project Management Unit (H-PMU), Ministry of Health.

With the leadership and engagement of the Ministry of Health, it is expected that the construction will commence in the middle of 2025 and will last approximately 21 months.

The new building will be connected to the new Pediatric and ICU building that is currently under construction by the Ministry of Health to further improve efficiency and patient safety in emergency medical services. This new project is formulated and implemented in alignment with the Master Plan of Guido Valadares National Hospital of the Government of Timor-Leste.

The Grant Agreement of the Project for the Improvement of Guido Valadares National Hospital (HNGV)” was signed between the Minister of Finance and the JICA Chief Representative on 20 August 2024 to provide grant aid of up to 3.093 billion yen (approximately USD 20 million). The project includes the construction of a new 4-floor building for the outpatient department, operating theaters, the Central Sterile Supply Department (CSSD), the Labor and Delivery Department, and the Obstetrics and Gynecology Department, as well as the provision of related medical equipment.

Previously the former Chief Representative of JICA in Timor-Leste, ITO Mimpei said the groundbreaking ceremony for the rehabilitation of the Guido Valadares National Hospital (HNGV) is scheduled for August 2025.

The project will upgrade medical facilities, including surgical and perinatal departments, and provide related medical equipment, thus contributing to the expansion of social services through the improvement of the country’s healthcare system.

The project includes the construction of a four-story building, which will house new pediatric and intensive care units. The new building is scheduled for completion in April 2027.
