Government suspends recruitment of new civil servants

DILI, 07 May 2025 (TATOLI) – The Government of Timor-Leste has approved the temporary suspension of the recruitment of new public civil servants.

The measure, presented by the President of the Public Service Commission, Agostinho Letêncio de Deus, aims to ensure a more efficient and sustainable management of human resources in the Public Administration.

The measure is part of the preparation of structural proposals led by the Working Group for the Reform of Public Administration Human Resources Management, which include, the definition of the optimal size of the workforce and the creation of a new paradigm for the public service career system.

The approved suspension applies to the recruitment processes for new public officials but does not cover merit-based selection processes for leadership and management positions, nor staff performing special duties, including the recruitment of Public Administration Agents. Meanwhile, internal mobility is permitted within institutions to meet personnel needs, in coordination with the Public Service Commission

This measure will remain in effect for the time necessary to analyze the ideal size of the public service and to present a new paradigm for the public administration career system.
