Govt Approves Roadmap for Establishing Timor-Leste’s Supreme Court

DILI, 25 July 2025 (TATOLI) – The Government approved a roadmap for establishing the Supreme Court of Justice, presented by the Minister of Justice, Sérgio Hornai, during a Council of Ministers meeting on Friday.

The roadmap details the key steps and actions required to fully set up the Supreme Court, including which institutions are in charge of each part of the process.

The Government said that the actions include the allocation of necessary funds in the 2026 State Budget, the creation of a Recruitment and Selection Committee tasked with appointing members to the Selection Jury, the selection of the Counselors, the appointment of the Supreme Court President, and the preparation of a legal framework to formalize the court’s establishment.

The timeline sets firm deadlines, aiming to complete major steps by the first half of 2026 to allow the Supreme Court of Justice to become operational by June 2027.

Currently, the Court of Appeals operates temporarily as the Supreme Court of Justice, also integrating the Court of Auditors and fulfilling constitutional, administrative, fiscal, and superior justice functions until the Supreme Court is fully established.
