Timor-Leste Boosts Trade Capacity Ahead of ASEAN Membership

DILI, 09 September 2025 (TATOLI) – The Ministry of Trade and Industry, in partnership with the Japan International Cooperation Agency and the Government of Indonesia, is hosting a seminar on the implementation of Annex 8 of the ASEAN Trade in Goods Agreement at City 8 in Manleuana until 11 September.

The discussions focus on rules of origin and standard operating procedures for international trade.

It brings together representatives from JICA and Indonesia with the aim of strengthening Timor-Leste’s technical capacity to meet regional and international trade rules.

Trade and Industry Minister Filipus Nino Pereira said the seminar equips participants with knowledge on how to apply Annex 8 of ATIGA, which guides rules of origin for import and export licensing in the region.

He said the seminar comes at a crucial moment, as Timor-Leste prepares to become a full member of ASEAN in October.

Pereira said that the minister underlined that rules of origin are key to facilitating trade and ensuring transparency in the movement of goods: “We must strengthen our capacity in this area.”

“This is not only a technical requirement but also a strategic step to open new trade opportunities, increase export competitiveness, and enhance private sector participation in regional value chains,” he said.                    

Japanese Embassy representative Sakay Yuki said JICA co-organised the seminar under the ASEAN Accession Coordination and Monitoring Project.

He highlighted Japan’s support for modernising Timor-Leste’s business environment and upgrading trade infrastructure, including the rehabilitation of Dili Port and Nicolau Lobato International Airport.

Indonesian Ambassador Okto Dorinus Manik said the implementation of ATIGA would reduce tariffs to zero and simplify customs procedures.

He said this will make Timorese products more competitive in the regional market: “This seminar strengthens regional economic cooperation and promotes a dynamic, inclusive, and prosperous ASEAN with Timor-Leste as a full member.”

The seminar benefits not only government agencies but also the private sector, business leaders, the Chamber of Commerce and Industry, and customs services.

Over three days, participants will study rules of origin, their principles, and the criteria and procedures for issuing certificates, among other topics.
