Timor-Leste Parliament Cancels Vehicle Purchase After Student Protests

DILI, 16 September 2025 (TATOLI) – The National Parliament unanimously canceled the planned purchase of new vehicles for its members after student protests erupted in the country’s capital, Dili, on Monday

The decision, formalized in Resolution No. 19/2025 and presented by the CNRT, PD, and KHUNTO groups on Tuesday, was unanimously approved by all 57 MPs present.

On Monday, students protested outside UNTL in Dili, demanding the cancellation of the parliament’s vehicle purchase and reforms to the Lifetime Pension law.

Parliament Secretary Virgínia Anabela announced a resolution to overhaul the parliament’s vehicle fleet management for cost savings and instructed the General Secretariat to use current vehicles. 

MP Natalino dos Santos from CNRT said the vote directly responded to students’ concerns. 

Antonino Bianco from FRETILIN and Maria Angelina Sarmento Lopes from the PLP party recalled that they had already opposed the purchase during budget debates. 

On Monday evening, CNRT, PD, and KHUNTO announced their willingness to cancel the acquisition of 65 vehicles. 

CNRT Vice-President Patrocínio Fernandes explained that the groups initially supported the purchase due to the deteriorating condition of the vehicles, but reversed their stance after public opposition.

Parliament’s General Secretary Edgar Sequeira Martins confirmed that the procurement process was already underway, with a US$4.2 million allocation approved in the 2025 State Budget. A contract was expected to be signed this month, with delivery before year-end.

The cancellation marks a rare parliamentary retreat under public pressure, highlighting the growing influence of student activism on national policymaking.
