ANC and ANACOM join forces to strengthen Timor-Leste’s digital infrastructure

DILI, 06 October 2025 (TATOLI) – The National Communications Authority (ANC), in partnership with Portugal’s National Communications Authority (ANACOM), held a seminar titled “Promoting Robust Digital Infrastructure and Advanced Technology for Sustainable Development.”

The event focused on building an inclusive and sustainable digital ecosystem in Timor-Leste, highlighting the role of emerging technologies such as submarine cables and other digital infrastructure.

Minister of Transport and Communications, Miguel Manutelu, said cooperation with ANACOM is “a remarkable example of how technical and institutional partnerships can support Timor-Leste’s digital transition.”

He stressed that digital connectivity is as essential as roads and energy. “A robust digital infrastructure is key to economic growth, social inclusion, regional integration, and national sovereignty,” he said.

The minister highlighted that the government has invested in submarine cables, fibre-optic networks, and complementary solutions to connect the country but added that “more must be done to ensure resilience, security, and innovation.”

He announced that the government is preparing a National Cyberspace Policy to build a secure and sovereign digital nation capable of protecting critical data and infrastructure while engaging in the global digital economy.

The policy will prioritise expanding connectivity, strengthening cybersecurity, accelerating digitalisation, ensuring digital sovereignty, and protecting fundamental rights to promote trust and inclusion.

Implementation will include strengthening the ANC and introducing new laws on cybersecurity, cybercrime, and data protection.

ANACOM Board member Manuel Cabungueira said the partnership between the two authorities began in 2023 and has advanced through regular exchanges and joint learning.

The seminar gathered representatives from the Timor-Leste Chamber of Commerce and Industry, the Submarine Cable Installation Committee, and the Office for Land and Maritime Borders.
