Govt promotes 62 senior police officers to strengthen national security framework

DILI, 21 March 2026 (TATOLI) – The Government of Timor-Leste has promoted 62 senior officers of the Timorese National Police (PNTL) in a move aimed at strengthening the country’s security framework and enhancing professionalism within state institutions.

The promotions were formalized during a ceremony at the Police Training Centre in Dili, attended by Police Commissioner General Henrique da Costa, Prime Minister Xanana Gusmão, Interior Minister Francisco da Costa Guterres and other senior officials.

The initiative forms part of the IX Constitutional Government’s broader efforts to reinforce professionalism, discipline and institutional integrity, particularly in the security sector. The promotion process was carried out in line with Ministerial Order No. 15/G-MI/III/2026, dated March 19, and Government Resolution No. 19/2025, under the transitional promotion regime set out in the PNTL statute.

The promotions were based on legally defined criteria governing police careers, including seniority, performance, discipline, competence, training and merit, with the aim of ensuring equal opportunities and preventing favoritism.

A total of 23 officers were promoted from Assistant Superintendent to Superintendent, 22 from Superintendent to Chief Superintendent, and 17 from Chief Superintendent to Assistant Commissioner.

In his remarks, Prime Minister Gusmão said the promotions recognize the service of the officers and reflect the government’s commitment to strengthening public administration and security institutions.

He called on the newly promoted officers to uphold professionalism, discipline and closer engagement with communities, underscoring the PNTL’s role in maintaining peace and social stability.

Gusmão also stressed the importance of impartial conduct within the security forces and warned against involvement in martial arts groups, saying such links could fuel conflict and undermine social cohesion.

He further highlighted the need for dialogue with communities, respect for citizens and proactive measures to prevent instability.

The increase in women’s participation in the police force is a significant step toward promoting equal opportunities and expanding access to leadership positions, helping to ensure greater gender equality within the institution.

The ceremony was attended by government representatives, PNTL leadership and family members of the promoted officers.

The promotions are part of ongoing efforts to strengthen human resources and consolidate institutional capacity within Timor-Leste’s security sector.
