Govt holds public consultation on Timor-Leste’s Digital Transformation Strategy 2026–2036

DILI, 17 April 2026 (TATOLI) — Timor-Leste’s Ministry of Transport and Communications held a two-day public consultation workshop in Dili on the country’s Digital Transformation Strategy 2026–2036, bringing together government agencies, the private sector, civil society, and academic representatives.

The event, organised in coordination with TIC TIMOR, I.P., the National Communications Authority, and the National Directorate of Infrastructure and Communications, aimed to gather input to refine and finalise the national strategic document.

The workshop featured technical presentations and group discussions focused on key areas of the proposed strategy.

During the sessions, TIC TIMOR representatives presented a draft of the strategy, which outlines a vision for a digitally inclusive Timor-Leste where technology supports citizens, public institutions, and sustainable economic development.

The draft sets out a mission to accelerate national digital transformation, strengthen governance, diversify the economy, develop human capital, and ensure a secure and inclusive digital environment.

Priority objectives include expanding resilient and accessible digital infrastructure across the country, modernising public administration through interoperable, citizen-focused digital services, strengthening the digital economy and innovation ecosystem, and improving digital literacy and skills across society.

The proposed framework also highlights several thematic pillars, including digital governance, digital economy, education and digital skills, digital health, rural connectivity, cybersecurity, innovation and entrepreneurship, as well as regulatory frameworks for emerging technologies such as artificial intelligence.

In his opening remarks, the Minister of Transport and Communications, Miguel Marques Gonçalves Manetelu stressed the importance of broad participation in the consultation process, saying the strategy builds on existing national policies and aligns with key development frameworks, including the Strategic Development Plan 2011–2030 and the IX Constitutional Government programme.

The workshop also included group discussions in which participants reviewed the strategic pillars and provided recommendations for implementation.

The consultation forms part of the broader process of developing Timor-Leste’s Digital Transformation Strategy 2026–2036, with the final version expected to be completed after incorporating feedback from stakeholders.
