Timor-Leste urges stronger protection of civilians in armed conflict

DILI, 21 May 2026 (TATOLI) – At the Security Council Open Debate on “Protection of Civilians in Armed Conflict”, Timor-Leste emphasized that protecting civilians in armed conflict remains a critical humanitarian, moral, and legal responsibility.

The newest ASEAN member state expressed deep concern over rising attacks on civilians, hospitals, schools, humanitarian workers, and medical facilities despite existing international humanitarian laws.

Drawing from its own history of conflict and displacement, Timor-Leste reaffirmed its commitment to peace, reconciliation, and multilateral cooperation.

The country also called on all parties in conflict to respect international law, including the principles of distinction, proportionality, and precaution.

Timor-Leste stressed the importance of accountability for violations, warning that impunity fuels continued violence and suffering.

The country also highlighted the need to protect vulnerable groups such as women, children, displaced persons, and people with disabilities.

Finally, Timor-Leste raised concerns about the growing use of emerging military technologies, such as autonomous weapons and cyber capabilities, which could increase risks to civilians.

“Lasting civilian protection depends on conflict prevention, inclusive governance, development cooperation, and addressing root causes like poverty and inequality,” said in a statement.

It concluded with a call for stronger international cooperation and renewed commitment to a rules-based international order and multilateral action.
