NAE.IP introduces new draft of Sustainable Energy law

DILI, 11 november 2021 (TATOLI)- The public Institute of the National Authority of Electricity (NAE.IP) is introduced the draft laws on sustainable energy renewable systems to relevant entities.

NAE is conducting a workshop aimed to collect more information from the relevant stakeholders. This draft law has been collected input from some of the Institutional departments under the Minister of Infrastructure (MOP).

This workshop aims to share the information regarding the potential of Solar Energy in Timor-Leste with the proposal to monitor and ensure the implementation of the national energy sector policy.

“The potential for energy power in the national level is 22 megawatt, this draft law is to ensure the interest of investors to invest for power energy in Timor-Leste and ensure the power supply will distribute across the country,” The President of National Authority Electricity, Ruben Geronimo Freitas told reporters in Novo Turismo, 11 November this Thursday.

The National Authority of Electricity has the responsibility to regulate, evaluate, and having research for all electricity sectors composed of transportation, distribution, commerce, and energy utilization.

NAE is the regulator authority to manage the power or electricity installation and power supply to respond to public needs.

He added that the draft law is to ensure the effectiveness of Electricity institutional working properly on the regulation, based on government decree law No. 40/2020 to provide the energy investment to collect country revenue.

“The draft laws have distributed to the relevant institution to have input and appreciation for the better improvement,”

Timor-Leste is requested to provide 50.000 megawatt which is more high capacity with the preview one just having a capacity of 22 megawatts. This point will attract foreign investors to invest in energy solar renewable.

Minister of Infrastructure, Salvador Pires said that the Timor-Leste government has invested in electricity with the amount of more the one billion USD for infrastructure, production, transmission, and distribution.

It is known that every year the NAE is collected 30.000 USD million, however, this revenue cannot ensure the independence on institutional and still depends on the government state budget.

Thus, NAE is working on afforded to ensure the transition of power supply, even the maintenance cost is high can be reached to $. 140.000 million.

In 2021, the government was planning on lending 5 million USD from Asian Development Bank (ADB) to install a digitalization system to support technical operational which is effective rather than the manual system.

The main proposed of the Minister of Public Works (MOP) is to establish the National Authority of Electricity (NAE) to give autonomic opportunity for NAE to play a vital role to regulate, evaluate and conduct the research for electricity renewable to ensure the efficiency on the power supply and distribution system can be reached to all people across in Timor-Leste.

The establishment of the National Authority of Electricity has based government decree-laws on No. 40/ 2020. It is also to reduce the expenses and sustainability electricity utilization.

The participants presented in this workshop were composed of, NAE, EDTL, MOP, SERVE.I.P, ANPM, CCITL, and others.
