ILO finds the solution to address challenges encounter by local contractor in TL

DILI, 23 february 2022 (TATOLI)- International Labor Organization (ILO) has found the best solution to address the challenges faced by local constructors in Timor-Leste.

The project manager of Enhancing rural access (ERA), Albert URIYO said that ILO is helping out the local contractors on the accessing for financial, equipment, and work opportunities.

He added that the main problem not only happens in Timor-Leste but worldwide that mostly the local constructors are not able to access the work opportunity.

This opportunity needed to be consulted with the stockholders and the government on those who are involved in this construction industry. To have more comprehensive support some issues as the challenges for the contractors cannot be developing themselves.

“It is to ensure the development of ILO’s strategy on growth of contractors. The strategy will be presented to the government through planning, acquisition, structure, approaches to be able to address the problems that are faced by the local contractors,” The project manager of Enhancing rural access (ERA), Albert URIYO told TATOLI at JL villa room, at Bairro-Pite, on 23 february, this wednesday.

Thus, in this opportunity, the discussion will focus on some problems the contractors comprising including delaying payment, contractors’ classification, and also ensure all constructors be able to get work opportunities.

ILO also provided another support that contributed to discussions of procurement, regiment, and calcification.

To ensure all local contractors across the country can get work opportunities, it is required for the government to provide the classification based on the work experience and financial capacity that a company might have.

ILO has identified that the main issue for local contractors is finance management and access to equipment. ILO is recommended to the contractor to have credit at BNCTL to support the road construction.

ILO is providing the technical support and capacity building. 36 local constrictors have gained the training on ERA Project.  There are 224 contractors who will be having capacity training on Road for Development in the year 2022.

It is known that 98 kilometers of rural road in five municipalities Manatuto, Baucau, Viqueque, and Lautem.

He added that is in commitment to supporting the Timor-Leste government in partnership with local international and local stockholders to implement some program that gives an impact for people’s life in Timor-Leste.

The European Union Head of Co-operation, Ramon Reigada said that it is important to create a level playing field for the private sector to grow and participate effectively in developing the country.

He said that the EU is also providing 12 million euro for Enhancing Rural Area (ERA) projects that focus on reconstruction on rural roads.

The European Union also planned to add up 50 million Euros for supporting International and National stockholders to continuously implement the ERA project on Agro-Forestry, nutrition, education, health and among others. It is also included in the ERA project which is implemented by ILO.

He thanked the ILO for the good progress of the work that has been done to ensure all communities in rural areas be able to access the rural transportation connectivity.

The Procurement National Director of public work, Director Quintiliano Afonso Babo said, the government is providing the construction project based on qualification. It projects also will be given to the contractor based on the originality of each municipality.

He added that the government of Timor-Leste has allocated about 300 million USD for rural road construction for more than 200 kilometers across the country.

In 2022, the government through the Minister of Public will construct more than 500 kilometers. It is still awaiting the verification process from the National Development Authority (AND).
