DILI, 17 march 2022 (TATOLI)- The President of the National Elections Commission (CNE) José Agustinho Belo, decided that, electoral propaganda materials such as banners and the party ‘s flags erected in public places had not been cleaned and will be cleaned after the second-round of election.
“The Presidential election will be held on 19 march based on the decree law from the Government No. 5/2027, 27 february and in the second paragraph authorizing them, not to clean the party ‘s symbol, to keep the possibility that, there will be a second round, if the second rounds happened only 2 candidates who will continue to the process of the presidential campaign, therefore all the symbols of the other presidential candidates must be cleaned,” said the President of CNE to TATOLI at CNE’s office, Colmera, Dili, today.
The President of CNE José Belo, added that, for the time being CNE had not cleaned the emblems, flag and banners of the candidate from the party and independent ‘s candidates because the 2022 Presidential election had not yet started, therefore CNE would clean up all symbols of the sixteen candidates of President Republic after the results of the vote count and knowing who is the winning candidate.
Electoral campaign and propaganda regulation
Based on Government Decree No. 5/2017, dated 27 february regarding the regulation of electoral propaganda campaigns, article 15 of the first paragraph states that, the candidates must clean symbols, banners and other campaign materials for a period of one week starting from the next day after the electoral campaign.
The second paragraph of article 15 states that, the candidates who entered the second round will continue, the propaganda of the electoral campaign but must wait for the results of the elections from the first round.
The third paragraph of article 15 is fundamental, when the campaign materials have not been cleaned on a deadline, CNE will work together with the security authorities to clean all existing campaign materials and the fourth, cleaning operational costs will be supported by the candidates of President of the Republic.
