UNDP and MoAS provide training to empower youth in the process of decentralization in TL

DILI, 8 september 2022 (TATOLI)– United Nations Development Programme (UNDP) and the Minister of State Administration (MoAS) are empowering youth Timorese to participate in the process of decentralization in Timor-Leste.

” We are working closely with MoSA to provide training to the local youth including people with disability and Local NGO and civil society to participate in decentralization process in TL” UNDP program manager for local development, Bernardino Pereira told Reporter at City 8 Manleuana, Thursday.

To ensure the participation of all parties, UNDP and MoAS are working together to provide various topics and subjects of training, comprising Leadership, Law procurement, Finance management, budgeting, women participation, gender, and others.

National Director of modernization training for Local Administration, Francisco Da Silva Guterres said the capacity building has been implemented in 12 municipalities and today the program is realized in Dili.

“We are sharing the knowledge and information regarding implementing the Administration program for public service and finance management. It is focused on the decentralization process at the local administrative level because we want all administrative leaders to understand the legal framework and the function of local administration service,”

According to Guterres, the authority should have knowledge-based to manage the administration at the municipal level to avoid the sanction due to unfollowing the working rules.

So far the program has been implemented since april and will end in october 2022 with more than 2.000 people will be benefited from this program including women, people with disability, Civic society, local NGOs, local authorities, and others.

This program is implemented by UNDP and MoSA and funded by the EU and con-finance by UNDP worth 4 million USD.
