Coelho and Gonçalves Appointed as Commissioners to Greater Sunrise Supervisory Board

DILI, 22 May 2025 (TATOLI) – The Government of Timor-Leste has appointed Avelino Maria Coelho da Silva and José Manuel Gonçalves as Timor-Leste’s Commissioners to the Greater Sunrise Supervisory Board, a key body overseeing one of the country’s most significant energy projects.

The duo will represent national interests in the multi-billion-dollar energy project.

They were appointed by the Minister of Petroleum and Mineral Resources, Francisco da Costa Monteiro, following authorization from the Council of Ministers — marking a key step in advancing the Greater Sunrise Special Regime, part of the landmark Maritime Boundary Treaty between Timor-Leste and Australia.

Coelho and Gonçalves, both respected for their integrity and deep experience, will play a central role in guiding strategic decisions.

“This body is entrusted with the strategic oversight of the Greater Sunrise Special Regime, operating within the framework of the Maritime Boundary Treaty between Timor-Leste and Australia,” the Government said in a statement. “The appointees, acknowledged for their integrity and extensive experience, will represent Timor-Leste in strategic decision-making, in collaboration with the Prime Minister and the Minister of Petroleum and Mineral Resources, to uphold the national interest and ensure the proper implementation of the Treaty.”

The Greater Sunrise development is seen as a cornerstone for the country’s economic future, with high hopes for job creation, revenue generation, and long-term energy independence.

The Sunrise field is estimated to contain 5.13 trillion cubic feet of recoverable natural gas and 226 million barrels of condensate (oil), which could give Timor-Leste US$50 billion in revenues.

The Sunrise project is operated by Joint Venture between TIMOR GAP (56.56%), Woodside Petroleum (33.44%), and Osaka Gas (10%).
