DILI, 15 October 2025 (TATOLI) – The government on Thursday approved an agreement between Timor-Leste and Laos on the exchange of land and building usage rights for their diplomatic missions. The proposal was presented by Minister of Foreign Affairs and Cooperation Bendito Freitas.
The agreement signed in Vientiane on 8 October 2024 strengthens the friendship and cooperation between the two countries and ensures appropriate conditions for the functioning of their diplomatic missions, in line with the Vienna Conventions.
Under the agreement, the Government of Laos grants Timor-Leste the right to use a plot of land and a building in Vientiane. In return, Timor-Leste grants Laos the right to use a plot of land and two buildings located on Avenida de Portugal in Farol, Dili, for the same purpose, according to a government statement.
The usage rights will be valid for 70 years and can be extended by mutual agreement. The properties will be exempt from taxes and fees, in accordance with international standards and the principle of reciprocity. The agreement also stipulates that the land and buildings are to be used exclusively for diplomatic purposes and cannot be subleased or transferred without mutual consent.
