DILI, 07 january 2026 (TATOLI) – The Council of Ministers has approved a draft Government Resolution on the Strategic Plan for Internal Security 2011–2040.

The Strategic Plan for Internal Security (SPIS), presented by the Minister of the Interior, sets out a long-term framework to strengthen internal security in Timor-Leste.

The plan outlines the strategic direction for the Ministry of the Interior and all components of the Internal Security System, reflecting the IX Constitutional Government’s commitment to promoting peace, stability, and security as essential conditions for sustainable socio-economic development.

It updates and realigns the previous strategy to respond to evolving internal security challenges and lessons learned over time.

The SPIS is guided by a future-oriented vision of a country where citizens live in peace, free from fear, and within safe and progressive communities. To achieve this, it defines a clear mission for the Ministry of the Interior focused on planning, coordinating, implementing, and evaluating internal security policies, grounded in principles such as respect for constitutional values, prevention, impartiality, inclusiveness, institutional coordination, and the link between security and development.

“The plan is structured in three strategic phases—2026–2030, 2031–2035, and 2036–2040—and is built on four cross-cutting pillars: improving working conditions, enhancing service quality, strengthening the legal framework, and reinforcing partnerships with communities as well as national and international partners. These pillars aim to strengthen the capacities of institutions under the Ministry of the Interior, including the National Police of Timor-Leste, the Migration Service, the Civil Protection Authority, and other relevant bodies,” Government said in a statement.

The strategy also recognizes the close relationship between security and development by addressing challenges such as transnational crime, natural disaster risks, and socio-economic factors that affect social stability. In this context, it emphasizes stronger bilateral and multilateral cooperation, aligning with regional and international commitments, including ASEAN, the g7+, and the Sustainable Development Goals, particularly SDG 16 on peace, justice, and strong institutions.

The reads that the implementation of the Internal Security Strategic Plan 2011–2040 will be led and coordinated by the government member responsible for internal security, in coordination with other ministries, state institutions, local authorities, international partners, civil society, and communities.

“The plan will be subject to regular monitoring and evaluation mechanisms, providing Timor-Leste with a clear and comprehensive framework to strengthen internal security and support a safer, more stable, and more prosperous nation,” the statement added.
