DILI, 30 March 2026 (TATOLI) – The President of the Republic, Jose Ramos-Horta received Major General Andrew J. Chevalier, Adjutant General of the Rhode Island National Guard, at the Presidential Palace today to discuss the expanding security and humanitarian partnership between Timor-Leste and the United States.

The meeting, held during the General’s official visit from March 29 to April 2, focused on deepening the State Partnership Program with Rhode Island. Both leaders reaffirmed their commitment to enhancing bilateral cooperation, emphasizing a shared vision for a secure and resilient Indo-Pacific region.

A central theme of the dialogue was the modernization of Timor-Leste’s emergency response capabilities and Humanitarian Assistance and Disaster Relief (HADR) protocols. President Ramos-Horta highlighted the significance of the groundbreaking for the nation’s first Emergency Radio Communications Network, a project that will synchronize coordination between the Falintil – Força de Defesa de Timor-Leste (F-FDTL), National Police of Timor-Leste (PNTL), and Civil Protection Agency. The President expressed his appreciation for the technical expertise and joint training initiatives provided by the Rhode Island National Guard, which are vital for the country’s disaster preparedness.

The meeting also underscored the importance of professional development and education for the next generation of Timorese military and civilian leaders. Major General Chevalier briefed the President on his engagements at the National University of Timor-Leste and his focus on mentoring early-career professionals.

By prioritizing educational exchanges and institutional strengthening, President Ramos-Horta and MG Chevalier signaled a long-term dedication to building a professional defense force and ensuring lasting prosperity for the people of Timor-Leste.
