Govt – UNDP Sign MoU to Expand One-Stop Service Centers Nationwide

DILI, 24 June 2025 (TATOLI) – The Government of Timor-Leste and UNDP on Monday, signed a Memorandum of Understanding (MoU) to establish Balkaun Úniku (One-Stop Service Centers) across all municipalities, including the Special Administrative Region of Oecusse-Ambeno (RAEOA).

The MoU was signed by the Minister of State Administration Tomás do Rosário Cabral and UNDP Resident Representative Katyna Argueta during an official ceremony held at the Ministry of State Administration (MSA) office in Dili. This partnership supports the Government’s broader decentralization policy – aiming to strengthen local governance, improve efficiency, and ensure essential services are more accessible for everyone.

The agreement was signed to improve citizens’ access to public services and promote decentralization by expanding the network of One-Stop Service Centers.

Under this agreement, UNDP will provide technical and infrastructure support to develop and operationalize Balkaun Úniku offices in municipalities where facilities are under construction or yet to begin. These integrated centers will simplify citizen access to key public services – reducing travel time, administrative steps, and service delays.

The official ceremony was attended by senior officials from the Ministry of State Administration (MAE), as well as representatives from UNDP. This event symbolizes a shared vision to deliver public services that are inclusive, responsive, and accountable – bringing the government closer to the people.
