DILI, 23 november 2021 (TATOLI) – The Ministry of Public Works (MOP) and the Chamber of Commerce and Industry of Timor-Leste (CCI-TL) signed a cooperation protocol in the areas of civil construction and public works.
The Minister of Public Works, Salvador Pires, said that the signing of the agreement was based on the first amendment of the Decree-Law no. 27/2010, of December 22, on the Legal Regime for the Certification and Registration of Civil Construction.
“We signed the agreement with CCI-TL as it represents the entire private sector in the country”, Pires made the comments after signing the agreement, at Hotel Timor, in Dili.
The President of CCI-TL, Óscar Lima appreciated MOP for the signing of the cooperation document.
“It is an important moment for us as the Government put its trust in the national private sector to compete for projects that worth more than US$7 million,” he said.
Lima called on national companies to not just look for projects, adding they need to improve themselves to ensure quality work to gain government trust.
In august 2021, the Government approved the first amendment to Decree-Law No. 27/2010, of December 22, of the Legal Regime for Certification and Registration of Civil Construction.
Previously, the Minister of the Presidency of the Council of Ministers, Fidélis Magalhães explained that with the amendment of the decree-law, the government allows national companies to compete with international ones in projects that worth more than US$7 million.
Magalhaes said previously, the Government only allowed international companies to compete in projects worth more than US$7.5 million.
“With this amendment, national companies could compete in civil construction projects that worth more than US$7.5 million,” he said.
“If national companies can compete with international companies, we will end the discrimination between international and national companies,” he added.
