DILI, 19 March 2026 (TATOLI) – President José Ramos-Horta has underscored the critical importance of international humanitarian law during a meeting with a delegation from the International Committee of the Red Cross (ICRC) at the Nicolau Lobato Presidential Palace.

The Head of State welcomed Martin de Boer, Head of the ICRC Regional Delegation for Indonesia and Timor-Leste, along with representatives from the Cruz Vermelha de Timor-Leste (CVTL), for discussions on humanitarian cooperation and national development.

The ICRC delegation expressed their “great honor” in meeting with the President, using the opportunity to draw on his extensive experience in global diplomacy and to exchange views on Timor-Leste’s current domestic development.

The high-level dialogue primarily focused on the application of International Humanitarian Law and the continued strengthening of CVTL’s humanitarian initiatives across the nation.

The meeting provided a vital platform to align international humanitarian efforts with the overarching vision of the Presidency, ensuring robust support and cooperation for ongoing humanitarian missions.

Addressing the delegation, President Ramos-Horta delivered a profound assessment of the current global climate, observing that the world is currently facing “more disorder than order.”

In light of these global geopolitical challenges, the President strongly emphasized that strict adherence to general international law and International Humanitarian Law is more crucial than ever, urging the continued global promotion of these essential frameworks to safeguard human dignity.
