Tasi Mane Project: CNA to begin talks with Chinese company

DILI, 06 March 2026 (TATOLI) – The Government has authorized the National Procurement Commission (CNA) to begin negotiations with the highest-ranked Chinese company for Lot 2 of the Tasi Mane Project.

The decision was made during a Council of Ministers meeting held on Wednesday at the Kay Rala Xanana Gusmão Auditorium at the Ministry of Finance in Dili.

The Cabinet also examined the contents of a letter sent by the Chinese Embassy regarding the company that received the top ranking in the tender process for Lot 2.

Taking into account the need to ensure the continuity of the procurement process and avoid delays in the implementation of the Tasi Mane Project—particularly the Suai Supply Base and the Zumalai–Natarbora highway—the Council of Ministers agreed to take note of the information presented by the Minister of Petroleum and Mineral Resources.

The Government also instructed the CNA to follow up, monitor, and confirm the completion of regulatory procedures required by Chinese authorities for the transfer of funds and the overseas execution of projects by the selected company.

In December last year, the Council of Ministers approved a resolution authorizing new expenditure for the implementation of strategic infrastructure on the country’s southern coast.

According to the document, under Program A18, which relates to the implementation of the Tasi Mane Project on the south coast, the Government approved funding for the rehabilitation of an existing section of the highway, including the construction of two underpasses.

The intervention, which forms part of the subprogram for developing infrastructure to support the Tasi Mane Project, represents an investment of approximately US$13.5 million.
