DILI, 12 july 2021 (TATOLI) – United Nations Development Program (UNDP) continues the “Hamutuk Serbí Komunidade” program’s and expanded to 12 de Outubro area, Comoro village and Don Aleixo post-administrative, Dili municipality.
This program has been implemented in 11 areas around Dili municipality and this program will benefit the 50 areas and 5.000 people affected by natural disaster.
Today this program is officially launched in 12 de Outubro areas and this program is directly involving the community to do the cleaning activities. “The aim of this program is to clean community living areas and support people living in a clean environment with dignity,” said the representative of UNDP, Ms Lazima Onta-Bhatta told to TATOLI Agency, in 12 de Outubro area, comoro village, on 12, july, this monday.
She added that 12 de Outubro is one of the most affected Aldeia from the April Flood. “We are delighted to support the affected communities with this very relevant program that will create short-term employment. We hope that this programme will strengthen the sense of community in Aldeia to promote social cohesion while helping the community to become more livable and resilient”.
In Aldeia 12 de Outubro, a total of 566 residents (285 women; 50%) have been selected based on the eligibility criteria to participate in the programme. For the next one month, they will clean the flood-affected houses and the public facilities in Aldeia, including road and drainage. In return, each worker will receive USD 110 (USD 5 per day). UNDP, Secretary of State for Vocational Training and Employment (SEFOPE) and local authorities will provide daily supervision and monitoring to ensure that the work will be conducted according to the work plan developed through a series of inclusive and transparent consultations with the community.
Directorate General of the External Resources Management and Mobilization of the Ministry of Finance, Antonio Freitas, said this program is most important and beneficial for the community. This programme is involving communities to work for their owned areas which are affected by natural disasters. This program offers some income for the community during one month in each area.
The representative of Asian Development Bank (ADB), Ms Elsty Davidz Morato said this program is funded by Asian Development Bank and Japan government, Korea government and UNDP the amount of one million.
The purpose of this program is to provide cleaning activity in community living areas which happened in calamity situations.
She added HSK programme is an emergency employment initiative for the flood-affected communities in Dili Municipality, as part of the “Supporting Flood Response and Recovery Project” funded by the Government of Timor-Leste (USD 1 million; ADB’s Asia Pacific Disaster Response Fund financed by the Government of Japan), the Government of the Republic of Korea (USD 100.000) and UNDP (USD 200.000). UNDP implements the programme through close collaboration with the Ministry of Finance, Ministry of State Administration, SEFOPE, Secretary of State for Environment, and local authorities, including Administrative Post, Chief of Suco and Aldeia.
As of 12 july 2021, over 1.800 vulnerable people (40% women) from over 12 Aldeias in Dili Municipalities benefited from the HSK programme. In addition, over 38 weavers (33 women) of Local hats and brooms benefited from the programme’s purchase of these local items.
