Timor-Leste shares experiences on public finance  in high-level dialogue

DILI, 15 november 2021 (TATOLI) – Minister of Finance, Rui Gomes, participates in the high-level meeting of Portuguese-Speaking Countries in Africa – East Timor (PALOP-TL) on public finance, with the theme “Transform the State”.

The dialogue seeks to analyze the socio-economic impact of the COVID-19 pandemic on the governance and public financial system in PALOP-TL.

“This is the first dialogue to share [the government’s] experience”, said Minister Rui Gomes to Tatoli, at the Timor Hotel, Dili.

Minister Gomes also underlined that, inside the country, the crisis caused the Government to approve an Economic Recovery Plan (PRE) which provides an in-depth diagnosis of the situation in terms of economic and human development and proposes various public policies in priority sectors.

PRA itself presents as an opportunity not only to carry out important reforms in several fields – Public Administration, Fiscal, and Public Finance – but also to change the economic base, diversification, transformation of productive structures, and factors that contribute to GDP growth.

The official said that Mozambique’s Minister of Finance, Luísa Diogo, advised the Timor-Leste Government to use a transformation system so that it could involve all citizens.

The representative of the United Nations Development Program (UNDP) in Timor-Leste, Munkhtuya Altangerel, highlighted that the intervention package of the Government of Timor-Leste was adapted to the needs of the population.

“The government is committed to achieving around 13% of Gross Domestic Product [in the face of the pandemic]. The economic recovery package implemented by the Timor Leste government is extraordinary. This is done together with measures of openness and transparency, community involvement, and information sharing,” he said in his speech at the summit.

The EU Ambassador, Andrew Jacobs, in turn, said that the reform or transformation of the State in the VICA (Volatile, Uncertain, Complex and Ambiguous) world, where “everyone is very aware that we live in an increasingly changing world. accelerated, more difficult to predict, analyze and interpret”.

“The world is moving fast, but there are also challenges in the area of ​​public finance. Therefore, PALOP-TL needs to share, analyze, and interpret”, he stressed.

Mr. Jacob said that climate change has become a constant, and that is why solutions are needed for the well-being of people and the planet.

The Program for the Consolidation of Economic Governance and Public Finance Management Systems in the PALOP-TL aims to improve economic governance in the PALOP-TL. This activity is the result of a strategic partnership between the EU-UNDP and has EU funding of 7.7 million euros, around 8.8 million US dollars, managed directly by the UNDP.

At this meeting, the Pro PALOP-TL ISC invited two high-level personalities and thinkers with a global reach, the former Prime Minister of Mozambique, Luísa Diogo, and the member of the Board of Directors of the African Union Special Fund against covid- 19, Paulo Gomes, with over 25 years of experience in the public and private sector.
