DILI, 18 november 2021 (TATOLI) – The construction of the 11 houses for the most vulnerable victims of the 1957-1999 war had reached 45 percent, said the Executive Director of the Centro Nacional Chega! I.P (CNC), Hugo Fernandes.

The houses were not only constructed for vulnerable victims in Dili, but also victims in the municipalities, including Viqueque, Lautem, Liquica, Covalima, and Manufahi.

“The construction is expected to be completed at the end of 2021. Each house would cost between US$14.000 to US$17.000. The budget for the construction of the houses came from CNC’s 2021 General State Budget (GSB),” Fernandes told reporters at CNC’s office, in Dili, today.

Fernandes said CNC had planned to build 20 houses for the most vulnerable victims of the war in 2022.

The houses would be constructed solely for the most vulnerable victims, not for all war survivors: “Not all war victims are poor. For instance, some are public officials, Members of Parliament, entrepreneurs, etc.

He said CNC’s 2021 GSB is US$3.1 million, adding that CNC’s 2022 GSB is US$2.5 million.

Fernandes said according to the final report of the Commission for Reception, Truth and Reconciliation (CAVR) published in 2005 around 15.000 victims had been registered: “More than 10.000 of the war victims had been recorded so far from 2018. It is clear that many victims had passed away before being registered as victims of the 1971-1999 war.”
