Six Timorese Judge will depart to Portugal to follow the training

DILI, 25 january 2022 (TATOLI)- The project of “OSAN POVU NIAN, JERE HO DI’AK” – a project co-funded by European Union and managed by Camões I.P, held a ceremony of the 2nd Edition of the Judges Training Program which will take place in Portugal, at the Centro de Portuguese Judicial and Court Studies, for a period of  six months, started from february to july 2022.

The ambassador of Portugal in Timor – Leste, José Pedro Machado Viera said, the comparative study of Timorese judges in Portugal is very crucial because Timor – Leste implemented the official language of Portuguese in the court across the Timor – Leste.

“The judges of Timor – Leste need to study more judicial system in Portugal to implement in Timor – Leste to accelerate the social justice for all Timorese who need the justice in Timor – Leste,’ Viera stated in his speech which Tatoli access today in the Embassy of Portugal, Dili.

Viera congratulates the six Timorese judges who will depart to Portugal Lisboa on 27 january 2022 and take this opportunity to study hard the science of judicial knowledge to implement when returning to Timor – Leste.

At the same place, Ambassador of Europe Union (EU) in Timor – Leste, Andrew Jacobs appreciated the Project of OSAN POVU NIAN JERE HO DIAK which worked together with the Embassy of Portugal and Instituto Camões to offer the program of Judicial Training to facilitate the six Timorese judges at the Centro de Portuguese Judicial and Court Studies in Lisboa Portugal.

“With this judicial Training the Timorese judges can reform the Judicial system based on the Social Economic and Justice to implement the financial public policy professionally and will respect the democracy and human rights in Timor – Leste,” Jacobs said.

In another part, the President of High Court of Timor-Leste, Deolindo dos Santos said, the program of Judicial Training is realized because the High Court of Timor – Leste work together with European Union and Instituto Camões through the cooperation of   Centro de Portuguese Judicial and Court Studies in Portugal.

“With this cooperation High Court of Timor – Leste will send six Timorese judges to study the judicial system of Timor – Leste in Portugal by using Portuguese language during six month, they will study the theory of law in the Portugal Judicial Center during four months, and two months in the court of Portugal as to practice the theory that they studied by using Portuguese language, hoped that the judicial system that they studied will be implemented  in Timor – Leste to improve the judicial system of Timor – Leste in the future,” Santos said.

On this occasion, Santos on behalf of the Government of Timor – Leste thanked the UE, Portugal Embassy, Instituto of Camoes which had helped the Timor – Leste Judicial System during this time.

European Union in Timor – Leste, Andrew Jacobs, the President  of the Court of Appeal, Deolindo dos Santos and National Authorization Officer Services Program Manager, Dr. Gregório Ferreira da Silva and the others guests.

While participants of  the training of six judges from the Timor-Leste District Court who will depart to Portugal on 27 january, are from Dili District court (Dr. Ivan Patrocínio Suritay António and Dr. Albertina Conceição das Neves); from the  Court of Baucau District (Dr. José Quintão Soares Celestino and Dr. Maria Modesta Vieira); from the District Court of Suai (Dr. Eusebio Xavier Victor and Dr. Naasson Marques Doutel Sarmento).

This program will allow not only individual specialization in technical-legal issues, in civil matters, criminal and administrative matters, but also to develop and strengthen techniques of application and use legal terms in Portuguese. It is intended that this experience will also contribute to projects co-financed by the European Union, strengthen ties, in the long term, between Portuguese and Timorese institutions, through links between their professionals.

Taking advantage of the opening ceremony of the 2nd Edition of the judge training program, there will also be a copy of the technical book is provided to each judge that is part of this and other training judges, to support their performance as Judges in Timor-Leste, including 45 copies Timor-Leste’s Annotated Constitution and Timor-Leste’s Civil Code, as well as 35 copies of Portuguese-Tetum-Portuguese Dictionary.

The submission of the Timor-Leste Annotated Constitution was the result of an offer made by the Center for Human Rights at Minho University, co-funded by Camões, IP.

This delivery complements the offer of technical books held on the 19th of august 2019 to the various institutions benefiting from the project.

The OSAN POVU NIAN, JERE HO DI’AK project, “Partnership to Improve Service Delivery Through Strengthening the Management and Supervision of Public Finances in Timor-Leste” (PFMO-Component is co-financed by the European Union, in the amount of 12 million euros, and co-financed and managed by the Institute Camões I.P, in the amount of 600 thousand euros.
