DILI, 08 february 2022 (TATOLI) – Forty Timorese notaries and registrars will attend a training course in General Law at the University of Coimbra, in Portugal.
The Minister of Justice, Manuel Cárceres said, the aim of sending forty timorese notaries and conservators to attend training is to respond to the needs of the notary service assigned to the Ministry of Justice.
“Timor-Leste urgently needs the services of notaries and registrars to guarantee the development of the state sector, especially with regard to the notary registration service due to lack of human resources”, said the minister of Justice Cárceres in his office in Colmera, Dili, in the opening of the 3rd training course for civil servants notaries and registrars.
According to the official, after completing the training, notaries and registrars will return to the country to offer the service, for two and a half years. The Additional training will be taking place at the Legal and Judicial Training Center (CFJJ), in Dili. It is more required for an internship professional in the direction of the notary registration services in the different municipalities.
“The trainees are from the law school that has already completed their university studies in the country.
The graduates will be selected through a public contest with the seal of the Ministry of Justice in coordination with the Human Capital Development Fund (FDCH)”, he said.
Mr. Cárceres expresses his wish that the beneficiaries can be benefited from the training, justifying that Timor-Leste urgently needs the services of conservators and notaries.
The official had previously stated that the Ministry of Justice and the University of Coimbra would establish close cooperation with a view to strengthening the training of human resources in the area of justice.
“The University of Coimbra remains committed to strengthening cooperation in the area of justice, namely in the Legal and Judiciary Training Center (CFJJ) to train our judges, prosecutors, public defenders, notaries, conservators, as well as private lawyers”, he said.
It is known that the first group of Timorese trainees, composed of notaries, registrars and private lawyers, will attend the course at the University of Coimbra for six months. The second, made up of 20 people, will leave in October this year.
“The two groups will complete their course in Timor-Leste”, he said.
The Director-General of the Ministry of Justice, Marcelina Tilman da Silva, said, in turn, that subjects such as basic knowledge of the Portuguese language, civil code, civil registration, RDTL Constitution and professional ethics are part of the training.
Longuinhos da Costa Mau, one of the participants, said, in turn, that he intends to take advantage of the course to acquire new skills and, in this way, make his contribution to the development of the country in the service of justice.
Based on the schedules, 20 people from the first group leave, on the 22nd of this month, towards Portugal. According to data from the Ministry of Justice, the country has the collaboration of only 21 notaries and registrars throughout the territory.
