Timor-Leste’s made significant progress on Public Finance Management Reform

DILI, 29 december 2022 (TATOLI) – In the year 2022, the Government of Timor-Leste, through the Ministry of Finance, made significant progress on the Public Finance Management Reform.

On January 10, the National Parliament approved in a final and global vote the “General State Budget and Public Finance Management Framework Law” with 37 votes in favor, and two abstentions.

On January 18, the Government Decree-Law No.13/2022 on the Execution of the 2022 General State Budget was approved.

On February 9, the former President of the Republic, Francisco Guterres Lú-Olo promulgated the “State Budget and Public Finance Management Framework Law”. The Framework Law replaced the Budget and Financial Management Law no. 13/2009, of 21 October. The promulgation of the Framework Law marked the first significant reform of Public Finance Management in Timor-Leste. It is a historic milestone for the 8th Constitutional Government under the leadership of the Prime Minister, Taur Matan Ruak.

On April 26, the Ministry of Finance organized the first Budgetary Days as the first phase in the preparation of the General State Budget Proposal for 2023.

On May 11, Government Decree-Law No. 18/2022 on the implementation of the GSB 2023 priority programs was approved. On the same day, Government Decree-Law no. 19/2022 on the Budget Classification 2023 was also approved.

On May 18, 2022, the former President of the Republic, Francisco Guterres Lú-Olo promulgated the 2022 Rectification Budget.

On June 10, the Timor-Leste Development Partnership Meeting (TL-DPM) was organized in the Ministry of Finance, where the new President of the Republic, José Ramos Horta, was invited as the Keynote Speaker. At the meeting, the Minister of Finance, Rui Gomes presented 2022-2027 Timor-Leste’s Public Finance Management Reform.

On June 11, President Horta promulgated the law on the Major Option Plan for 2023.

On June 30, the Ministry of Finance realized the second Budgetary Days on the drafting of the proposal of the 2023 GSB.

On October 3, the Government of Timor-Leste presented the 2023 GSB to the National Parliament.

On October 17, the National Parliament approved the GSB 2023 in the final and global vote for a total of US$2,155,715,306 with 60 votes in favor, no against, and 20 abstentions.

On December 21, 2022, the President of the Republic, Jose Ramos Horta promulgated the 2023 GSB.

On December 28, 2022, the finance minister presented the draft of the 2022-2027 Public Finance Management Reform to the Council of Ministers.
