Timor Leste and Portugal commit to continuing the social security cooperation

DILI, 26 july 2023 (TATOLI)—The Minister of Social Solidarity and Inclusion (MSSI), Verónica das Dores and the Minister of Labor, Solidarity and Social Security of Portugal, Ana Mendes Godinho held a bilateral meeting where both agreed to continue the cooperation in social security.

“As brother Nations, the cooperation between Portugal and Timor – Leste has been built a long time ago and the existing cooperation has been conducted between State Secretary for Profesional Training and Employment (SEFOPE) and MSSI which focuses on Social security, so to continue the cooperation we are waiting for the technical note, ” explained Verónica das Dores at the Hotel Timor, on wednesday.

She explained, when the two countries already have a memorandum of understanding it can be immediately implemented to guarantee workers working in Portugal and vice versa Portuguese working in Timor-Leste.

Portugal’s Minister of Labour, Solidarity and Social Security, Ana Mendes Godinho emphasized that the two of them had held discussions and supported social security to be included in the cooperation program between the two countries 2024-2028.

“We are talking about cooperation between Portugal and Timor-Leste 2024 – 2028, which includes the implementation of social security for Timorese working in Portugal and vice versa,” she said.

During the discussion which lasted for about 40 minutes, the Portuguese Minister also identified various programs that could be continued through existing cooperation because as partners the two countries were committed to being more constructive.

Previously on 29 June 2022, the Social Security Convention was signed between the Democratic Republic of Timor-Leste and the Republic of Portugal.

Given the high mobility of the labor market at the international level, with many workers living and working abroad, it is essential to negotiate agreements between States to ensure the right to decent work with social protection, regardless of the country in which the worker is located.

This convention includes all benefits of the social security system approved in Timor-Leste, both contribution and non-contributory and benefits equivalent to Portugal’s social security system.

Therefore, the Social Security Convention signed today between Timor-Leste and Portugal is an important step, because it protects citizens and workers in both countries and enables labor mobility.
