DILI, 05 december 2023 (TATOLI) – Last Friday, the Prime Minister, Xanana Gusmão, through the Dispatch Letter No. 014 /PM/XII/2023, formalized the creation of a Committee to deal with the transition of the mandates of the members of the Authority of the Special Administrative Region of Oé-Cusse Ambeno (RAEOA).
The initiative came following the approval of the amendments to the RAEOA and the Legal-Administrative Qualification of Ataúro Island, last month, which automatically determined the end of the mandate of the members of the RAEOA’s Authority, including RAEOA President Arsénio Bano.
“The creation of this committee aims to ensure an orderly transition of mandates in the RAEOA, taking responsibility for the administrative and financial situation of the region, before starting the process of appointing the new authorities,” said in a statement.
The statement said that the Committee’s mission is to receive, on behalf of the Prime Minister, the report on the mandate of the current outgoing members of the RAEOA, as well as to draw up a report, within 15 days, that assesses the administrative and financial activity carried out by the RAEOA Authority, including the characterization of human resources, the inventory of movable and immovable property, the identification of contractual obligations, and financial liabilities: “When this task is completed, the Committee will be abolished.”
“The Committee will be headed by Sebastião José Luís dos Santos Pereira and is also made up of Dulce Guterres Júnior, Agostinho Caet, Francisco Soares “Borlaku”, Benedito Fernandes, Januário Guterres and Ricardo Delgado,” said the statement.
The members of the Committee will collaborate with the RAEOA bodies and services, which will have to provide all the necessary documents and information, and the Legal Support Unit of the Presidency of the Council of Ministers will provide legal advice, according to the statement.
On november 30, the President of the Republic, José Ramos-Horta, promulgated the third amendment to Law 3/2014, of June 18, which created the RAEOA and established the Special Social Market Economy Zone (ZEESM) of Oé-Cusse Ambeno and Ataúro.
