DILI, 10 June 2025 (TATOLI) – President and Nobel Peace Laureate, Jose Ramos Horta, extended warm congratulations to Luís Montenegro on his appointment as Prime Minister of Portugal and the formation of the 25th Constitutional Government of the Portuguese Republic.
In an official letter addressed to Prime Minister Montenegro, on June 06, 2025, President Horta praised the democratic vitality demonstrated by the Portuguese people in the legislative elections on May 18, 2025, and the subsequent swearing-in ceremony presided over by the President of Portugal, Marcelo Rebelo de Sousa, at the National Palace of Ajuda.
“Portugal has been, for Timor-Leste, a reference of democratic stability, European modernity, and fraternal solidarity,” Horta stated in his message to Prime Minister Montenegro. President emphasized the deep historical and affectionate relationship between the two nations, built upon shared language, culture, common values, and consistent cooperation over the decades.
President reaffirmed Timor-Leste’s commitment to strengthening bilateral and multilateral cooperation with Portugal under the new government’s leadership.
President Horta also highlighted Timor-Leste’s dedication to deepening coordination within the Community of Portuguese-Speaking Countries (CPLP) and advancing the country’s full integration into the Association of Southeast Asian Nations (ASEAN), promoting shared international values in both contexts.
The President concluded his message by expressing wishes for the full success of Prime Minister Montenegro in his high office and for the XXV Constitutional Government in fulfilling the mandate entrusted by the Portuguese people.
This congratulatory message reinforces the strong diplomatic ties between Timor-Leste and Portugal, reflecting the enduring partnership between the two nations in promoting democratic values and international cooperation.
