DILI, 20 June 2025 (TATOLI) – The Tatoli News Agency, in collaboration with the Dili Institute of Technology (DIT), held a seminar under the theme “The Concept of the State and Strategic Vision for National Development,” with Major General Lere Anan Timur, the Former Chief of Staff of Timor-Leste’s Defense Force (F-FDTL), as the keynote speaker.
Held at DIT’s meeting hall, the event brought together hundreds of students from various faculties, along with academics, lecturers, and journalists. The seminar was part of the activities celebrating Tatoli’s 9th anniversary, officially commemorated on July 27 each year.
In his profound keynote speech, Major General Lere Anan Timur emphasized that the concept of a state goes far beyond simply achieving independence. “A state is a politically organized body with government over its territory. Without a strong and functioning state, real development is impossible,” he said. Reflecting on a conversation from 1982 with then-resistance leader Kay Rala Xanana Gusmão, Lere recalled the early strategic vision of building a modern Timor-Leste, including plans to construct roads connecting the entire country. “Even as we fought for survival, we were already dreaming of development,” he said.
While acknowledging Timor-Leste’s independence, he pointed out that having a state is not enough without a clear strategic development plan: “We fought for our freedom, but freedom alone doesn’t end poverty. Strategic national development is key.”
Lere Anan Timur described the country’s National Strategic Plan as a vital roadmap for guiding Timor-Leste’s national development.
He therefore stressed that even with changes in government leadership or structure, national development and programs must remain guided by a defined strategic framework—particularly Timor-Leste’s National Strategic Development Plan 2011–2030.
He encouraged reflection on the National Strategic Development Plan 2011–2030, noting that only six years remain for its implementation.
Secretary of State for Social Communication, Expedito Dias, stressed the importance of passing on national development knowledge to younger generations.
He also urged students to embrace digital tools and artificial intelligence responsibly: “Technology empowers every citizen to inform and engage. Use it wisely to serve the community and the nation.”
DIT Rector Salustiano dos Reis Piedade called the seminar a rare opportunity for students to learn from one of the country’s living heroes.
Noémio Falcão, President of the Tatoli News Agency, emphasized the critical role that the state-owned media like TATOLI plays in Timor-Leste’s development. He stated that Tatoli is not only a platform for news dissemination but also a key pillar in strengthening national unity by sharing public policies, government programs, and development initiatives with the broader public. “Tatoli is more than just a news outlet—it’s a platform for public dialogue. We provide space for communities to express their concerns, ideas, and contributions to national development,” Falcão said.
He expressed gratitude to the Dili Institute of Technology (DIT) for its collaboration in organizing the seminar, calling it a “remarkable partnership” that reflects shared commitment to national progress. Falcão also announced plans to replicate the program at other universities in Dili and to make it an annual event, aimed at engaging more young people in discussions on national development.
Falcão thanked Major General Lere Anan Timur, for his generous presence and lifelong dedication to the country. “We are proud to still have national heroes like Lere Anan Timur with us, continuing to share their wisdom and contribute to the development of Timor-Leste. It’s an inspiration for the younger generation,” he said.
At the close of the event, Tatoli and DIT signed a cooperation agreement aimed at strengthening future collaboration—particularly in promoting national identity, culture, and the official language through media and education.
