Government Approves in Principle the Strategic Orientation of the Blue Economy Policy and Action Plan

DILI, 25 June 2025 (TATOLI) – The Council of Ministers has approved in principle the Strategic Orientation of the Blue Economy Policy and Action Plan for 2025–2030, aimed at promoting a resilient and sustainable ocean-based economy.

The draft policy, titled “Promoting a Resilient and Sustainable Ocean Economy in Timor-Leste”, was presented by Prime Minister Kay Rala Xanana Gusmão during the meeting of the Council of Ministers on Wednesday.

The Government said the document is currently being finalized and will undergo a public consultation process involving relevant institutions, local communities, and civil society stakeholders.

Following the consultation phase, the final version of the policy and action plan will be resubmitted to the Council of Ministers for official approval.

The initiative represents a shift in Timor-Leste’s economic development model, embracing an integrated approach that prioritizes sustainable use of marine resources, improved livelihoods for coastal communities, and ecosystem protection.

Key goals of the strategy include job creation, poverty reduction, and climate change mitigation—particularly in vulnerable coastal areas.

Structured around three main pillars—social, economic, and environmental—the policy outlines targeted actions to strengthen ocean governance, enhance marine natural capital, and support sustainable sea-based industries.

The government views the Blue Economy as a transformative opportunity to unlock Timor-Leste’s maritime potential while safeguarding marine ecosystems for future generations.
