FFTL Launches Women Football Strategy 2025–2028

DILI, 12 July 2025 (TATOLI) – The Football Federation of Timor-Leste (FFTL) officially launched Timor-Leste Women’s Football Strategic Plan 2025–2028 on Saturday at Hotel Timor in Dili.

Through this plan, FFTL aims to transform women’s football into a professionally managed and widely recognized sport that inspires and empowers the next generation of female players, coaches, and leaders.

FFTL representative Domingos Cairo said the new plan is designed to align with the federation’s broader strategic goals, aiming to establish a strong foundation for women’s football and increase participation across all age groups—from grassroots to senior level—in line with key objectives set by the Asian Football Confederation (AFC) and FIFA.

“In the next four years, we aim to increase female participation in football and ensure equal opportunities for girls and women at both domestic and international levels. By 2027, we hope to establish a strong National Youth League and introduce grassroots football programs in schools. This strategic plan sets out clear goals, action plans, and operational objectives to achieve these targets,” Cairo said.

He added that the strategic roadmap focuses on growing the women’s game nationwide, emphasizing participation, opportunity, and representation: “FFTL’s mission is to create opportunities for girls and women in Timor-Leste to grow through football and pursue careers in the sport.”

FFTL staff expert Lígia Magno also outlined the plan’s four strategic pillars: Develop and Grow, Educate and Empower, National Team Development, and League Development: “Our strategy emphasizes collaboration with stakeholders, media engagement, and investments in both infrastructure and education.”

Among those present at the launch were FFTL General Secretary José Adilson de C. Ribeiro, club representatives, women players, coaches, FFTL staff, and a number of distinguished guests.”
