DILI, 06 August 2025 (TATOLI) – The President of the Republic, Jose Ramos-Horta, received the final report from Timor-Leste’s Ambassador to Japan, Ilídio Ximenes, on Tuesday, following the conclusion of his five-year diplomatic mission.
Commending the Ambassador for his remarkable performance, the Head of State highlighted the significant strengthening of bilateral relations and the creation of new opportunities in the areas of economic development and human resource capacity-building.
The report presented highlights important breakthroughs, including strategic Japanese investments in a large-scale solar energy project and the construction of a shipyard in Laleia—initiatives that promise to generate employment and boost national industrial capacity. President Ramos-Horta underscored the strategic value of these projects for the diversification and modernization of the national economy.
The President also highlighted the success of the program sending skilled Timorese workers to Japan and the untapped potential in the fisheries sector, in which Japan has expressed openness to support, namely through investments and the strengthening of security conditions.
In response to the report’s findings, President Ramos-Horta called on the relevant ministries to move swiftly in consolidating the identified opportunities and formalizing the related cooperation agreements. He stressed that Japan’s continued willingness to assist must be met with a firm commitment and concrete actions from Timor-Leste to ensure the full utilization of this strategic partnership.
