China Proposes Partnership to Strengthen Technical and Vocational Education in Timor-Leste

DILI, 16 September 2025 (TATOLI) – Lan-mekong China Education and Training Promotion Alliance(LCETPA) has presented three proposals for future cooperation with Timor-Leste in the field of technical and vocational education.

The announcement was made at the Technical and Vocational Education and Training (TVET) Industry Forum, held during the 2nd International Skills Week at the Dili Convention Center, which runs until 19 September.

LCETPA President Alan Yang said the first initiative will focus on establishing regional standards for technical and vocational education that could serve as a model for Southeast Asian countries.

“We will work closely with Timor-Leste’s National Institute for Workforce Development, the Chamber of Commerce and Industry, and institutions in Malaysia, Thailand, Indonesia, Brunei Darussalam, and Australia,” Yang said.

The second proposal involves annual teacher exchange programs across Southeast Asia. These exchanges would provide mentorship in business settings and help award scholarships for Timorese vocational students to study in China.

The third initiative is a pilot project to support small-scale programs, such as agricultural training, including the introduction of coffee roasting technology.

Vice Minister of Trade Augusto Júnior Trindade welcomed the initiative, expressing hope that all Timorese youth will gain access to high-quality technical and vocational skills.

“Our small and medium enterprises, in particular, can become the driving force of a more diversified and resilient economy, strengthening Timor-Leste’s position among other nations,” Trindade said.

He stressed that vocational training is a strategic pillar for the country’s economic and social development. “By equipping young people with skills aligned with market needs, we prepare entrepreneurs to lead, innovate, and compete in a globalized world,” he added.
