Timor-Leste Joins Open Government Partnership

DILI, 25 September 2025 (TATOLI) – The Council of Ministers has approved a draft resolution, presented by Finance Minister Santina Cardoso, that formalizes Timor-Leste’s accession to the Open Government Partnership (OGP), a global initiative promoting transparency, accountability, inclusion, and citizen participation in governance.

The OGP brings together more than 75 countries committed to making governments more open and participatory, fostering fairer, more resilient, and more prosperous societies.

By joining the initiative, Timor-Leste pledges to adopt international standards and best practices, strengthen anti-corruption measures, improve transparency in public administration, and ensure greater involvement of civil society in decision-making.

The resolution designates the Ministry of Finance to lead the accession and implementation process, including submitting the required documentation, creating a multi-stakeholder dialogue mechanism, and coordinating the drafting of a National Action Plan on Open Government with other ministries and partners.

The ministry must also submit a preliminary report to the Council of Ministers within 90 days of the resolution’s publication, outlining the status of the accession process and the next steps for preparing the national action plan.
