DILI, 01 October 2025 (TATOLI) – The Council of Ministers has approved a draft decree-law creating a sickness allowance in the contributory social security system, ensuring workers receive partial income replacement during periods of temporary incapacity for work.

The proposal was presented by the Vice-Minister of Social Solidarity and Inclusion, Céu Brites.

She explained that the initiative aims to strengthen social protection, reduce inequalities between the public and private sectors, and avoid imposing additional burdens on employers.

The allowance will be granted upon request and must be supported by medical certification from the National Health Service.

The benefit will range from 60% to 80% of the reference salary, depending on the length of the incapacity.

Workers may receive support for up to 120 days, extendable to 365 days in cases of serious illness.

The government stressed that the measure marks significant progress in expanding the contributory social security scheme.

It also aligns with the Constitution, the Government Program, and the National Social Protection Strategy.
