Govt approves criteria for designating Timor-Leste’s ASEAN Focal Points

DILI, 15 October 2025 (TATOLI) – The Council of Ministers has approved a draft government resolution establishing the criteria for designating and ensuring the continuity of Timor-Leste’s focal points for the Association of Southeast Asian Nations (ASEAN).

The proposal was presented by Minister of Foreign Affairs and Cooperation Bendito Freitas and Vice Minister for ASEAN Affairs Milena Rangel.

The resolution sets out clear criteria for appointing and replacing focal points responsible for coordination between ministries and the National ASEAN Secretariat. It aims to guarantee stability, coherence, and continuity in the country’s technical representation during its accession process and full integration into the regional organization, expected to take place this month.

“The Resolution provides that each ministry and public entity will designate one main focal point, responsible for representing Timor-Leste in senior officials’ meetings, and two alternate focal points, responsible for participating in working groups and technical meetings, who may also replace the main focal point when necessary,” reads a government statement.

The selection process will consider institutional authority, technical competence, language proficiency, coordination skills, and commitment to national interests.

The Ministry of Foreign Affairs and Cooperation, through the Vice Minister for ASEAN Affairs, Milena Rangel will coordinate the updating, communication, and follow-up of the focal points with the ASEAN Directorate-General and regional bodies.

The resolution emphasizes the importance of continuity and stability in Timor-Leste’s representation as essential elements to fulfill the commitments of the Full Membership Roadmap and to enable the country’s effective participation in ASEAN’s three pillars — Political-Security, Economic, and Socio-Cultural.
