Timor-Leste and Malaysia deepen strategic cooperation in telecommunications and media

DILI, 26 October 2025 (TATOLI) – Timor-Leste and Malaysia have taken a major step to deepen bilateral ties with the signing of two significant Memoranda of Understanding (MoUs) aimed at enhancing cooperation in telecommunications and media.

The MoUs were signed on the sidelines of the 47th ASEAN Summit and Related Summits in Kuala Lumpur on 25 October 2025, aiming at broader collaboration between government agencies and institutions from both countries.

The agreements reaffirm the close and friendly relations between the two nations and mark a renewed commitment to advancing digital and media collaboration.

The MoUs were signed by Malaysia’s Minister of Communications, Datuk Fahmi Fadzil, Timor-Leste’s Minister of Transport and Communications, Miguel Marques Gonçalves Manetelu, and the Secretary of State for Social Communication of Timor-Leste, Expedito Loro Dias Ximenes.

“This milestone reflects the long-standing friendship and mutual trust between both nations, with Malaysia being among the first countries to recognise Timor-Leste’s independence in 2002,” said in a joint statement.

The first agreement, the Memorandum of Understanding on Telecommunications Cooperation, was signed between the Ministry of Communications, Malaysia, and the Ministry of Transport and Communications, Timor-Leste. It highlights the shared commitment to strengthen telecommunications infrastructure, enhance digital connectivity, and promote the exchange of technical expertise for the benefit of both nations.

The second agreement, the Memorandum of Understanding on Information and Media Development, was signed between the Ministry of Communications, Malaysia, and the State Secretariat for Social Communication, Timor-Leste. The MoU aims to foster professional collaboration through information exchange, news sharing, and capacity-building initiatives for media professionals.

Both countries reaffirmed their shared commitment to deepening bilateral cooperation and strengthening people-to-people ties. The collaboration also reflects their mutual aspiration to contribute to a more connected, resilient, and forward-looking Southeast Asian region.
