Soccer is a sport deeply cherished by the Timorese people, as it is by many across Southeast Asia. In many ways, the beautiful game reflects Timor-Leste’s journey toward full membership in the Association of Southeast Asian Nations (ASEAN), a journey defined by perseverance, partnership, and shared aspiration. Timor-Leste first expressed its intention to join ASEAN in June 1974, shortly before its first declaration of independence. Historical and political circumstances at the time prevented this vision from being realized, but the aspiration remained alive. Following the restoration of independence on May 20, 2002, Timor-Leste reaffirmed its desire to join the ASEAN family, recognizing its geographical proximity, cultural ties, and shared destiny with the peoples of Southeast Asia.
In 2005, Timor-Leste took a significant step toward regional integration by joining the ASEAN Regional Forum (ARF), engaging more actively in political and security dialogue with ASEAN member states and partners. This participation strengthened Timor-Leste’s diplomatic engagement and demonstrated its steadfast commitment to ASEAN principles and regional cooperation. On March 4, 2011, Timor-Leste formally submitted its application for full membership, marking a historic milestone that reflected the country’s readiness to make meaningful contributions to peace, stability, and prosperity in the region.
To prepare for this goal, Timor-Leste launched the “often forgotten” Timor-Leste ASEAN Mobilisation Programme (TLAMP) on 4 March 2019. TLAMP served as a blueprint outlining Timor-Leste’s strategy and initiatives for its eventual accession to ASEAN following its application in 2011. The program was designed to align the country with ASEAN’s standards by focusing on three key pillars: the Political and Security Community, the Economic Community, and the Socio-Cultural Community. TLAMP set specific technical and institutional criteria that Timor-Leste needed to meet, ensuring readiness for membership through targeted reforms and capacity-building. It took the road to ASEAN by storm as the then Minister of Foreign Affairs of Timor-Leste toured all ASEAN member countries, meeting leaders and academics to revive the dream of joining the regional organisation.
After years of preparation, dialogue, and collaboration, on October 26, 2025, Timor-Leste was officially welcomed as ASEAN’s 11th member state, completing the team and marking a proud moment for both Timor-Leste and the entire ASEAN community. This achievement reflects the collective efforts of all ASEAN member states and partners, working together to uphold the principles of unity, cooperation, and regional solidarity.
The journey of Timor-Leste toward ASEAN membership is a testament to the collective effort of all Timorese. From the earliest vision of independence to the persistent work of government institutions, civil society, and communities nationwide, every step has reflected unity, resilience, and shared determination. The dedication of the people, their commitment to peace, diplomacy, and national development, bolstered by initiatives like TLAMP, has laid the foundation for Timor-Leste to engage meaningfully with its regional partners. This achievement is the result of the shared resolve and contributions of the entire nation, demonstrating that when people act together with purpose and perseverance, they can realize their aspirations on both regional and global stages.
The inclusion of Timor-Leste in ASEAN can be likened to the completion of a soccer team, now composed of eleven dedicated players, each with distinct strengths, roles, and responsibilities, yet united by a single vision and a shared goal: to promote peace, unity, and shared prosperity across Southeast Asia. In this metaphorical ASEAN team, Singapore serves as the goalkeeper, ensuring stability, innovation, and financial resilience. Malaysia and Thailand are the center-backs, providing strength and security to uphold regional peace and cooperation. Indonesia and the Philippines operate as wing-backs, fostering maritime collaboration, connectivity, and humanitarian coordination across the region’s vast waters.
The midfielders —Vietnam, Myanmar, and Cambodia—skillfully maintain the game’s balance. Vietnam drives forward its economic growth and competitiveness; Myanmar strengthens continental connectivity; and Cambodia enriches ASEAN through its cultural heritage and commitment to community building. In the attack, the forwards, Laos and Brunei Darussalam, advance the team’s goals in sustainable development, energy cooperation, and social well-being.
Now, the newest member, Timor-Leste, steps onto the field as a rising striker. Young, vibrant, and determined, Timor-Leste brings renewed energy, resilience, and a forward-looking spirit to the ASEAN team. Guided by the principle of “Together We Rise,” Timor-Leste is committed to learning from its fellow member states, strengthening regional ties, and contributing actively to ASEAN’s collective goals in economic growth, education, social progress, and sustainable development.
Meanwhile, the ASEAN Secretariat in Jakarta continues to serve as the coach and manager, guiding all members through the ASEAN Charter and ensuring harmonious collaboration under a shared strategy. On this shared field, teamwork and mutual support are essential. No single member can achieve success alone; every coordinated effort, every pass, assist, and goal symbolizes cooperation, trust, and collective achievement.
With Timor-Leste now part of the lineup, ASEAN stands as a complete team of eleven nations, united in purpose and vision. Together, we play for a shared dream: a peaceful, stable, and prosperous Southeast Asia. Just as in soccer, when every player contributes their best, the entire team rises together, fully embodying the spirit, promise, and collective efforts of ASEAN, as captured in the slogan “Together We Rise.”
