DILI, 22 November 2025 (TATOLI) – The Government, through an extraordinary meeting of the Council of Ministers (CM) held on Saturday, approved a draft resolution concerning the launch of a public mining tender.
The resolution was presented by the Minister of Petroleum and Mineral Resources (MPRM), Francisco da Costa Monteiro, who approved the terms of reference for the public mining tender. This tender will grant concession licenses for prospecting and exploration of metallic minerals, gemstones, industrial minerals, radioactive minerals, and rare earth elements (which are relatively scarce).
“The terms of reference now approved establish the necessary framework to carry out a public tender in the mineral resources sector. In accordance with the Mining Code, they guarantee clear and transparent rules aligned with best international practices,” stated the Government note accessed by Tatoli today.
Following the designation of areas for mining activities –decided by the Government in March 2023 –this resolution aims to promote new investment opportunities and create conditions for sustainable development in the sector.
The public tender is scheduled to be launched in the last week of November. Evaluation of proposals will take place between June and July 2026, with results expected to be announced in July. Licenses are planned to be issued in August 2026.
