Govt and ADB sign US$4 million grant agreement to rehabilitate Ermera–Fatubessi road next year

DILI, 24 November 2025 (TATOLI) – The Ministry of Finance and the Asian Development Bank (ADB) today signed an agreement to rehabilitate the 11-kilometre road linking Ermera and Fatubessi.

The project is financed through a US$4 million grant from the ADB.

Finance Minister Santinha Cardoso said the funds will be managed by the Ministry of Public Works, which will oversee the public tender process. 

She confirmed that construction work is scheduled to begin next year.

ADB Country Director for Timor-Leste Stefania Dina said the project will use climate-resilient techniques to ensure the upgraded road withstands extreme weather conditions.

She noted that the grant will also fund training for the Ministry of Public Works and local communities to improve maintenance practices and extend the lifespan of rural roads.

Dina stressed that the project will enhance a critical 11-kilometer (km) road corridor connecting rural communities to markets and essential services, while safeguarding infrastructure from climate risks.

“Timor-Leste’s development progress is facing growing risks from extreme weather,” said ADB Country Director for Timor-Leste Stefania Dina. 

“This project empowers rural communities to stay connected to markets, essential services, and livelihoods. By enhancing the government’s capacity to plan and maintain climate-resilient infrastructure, we are paving the way for a safer and more resilient Ermera- fully aligned with Timor-Leste’s vision for climate resilience.”

The project includes upgrading the road infrastructure along the 11-km of the Ermera–Fatubessi corridor, utilizing nature-based solutions to enhance resilience. Beyond physical construction, the project will strengthen the institutional capacity of the Directorate General of Roads, Bridges, Prevention, and Flood Control of the Ministry of Public Works and local communities living along the road corridor. It will introduce risk-informed operation and maintenance practices that will enhance infrastructure sustainability.
