Government inaugurates One-Stop in Oé-Cusse to strengthens public services

DILI, 19 december 2025 (TATOLI) – The Ninth Constitutional Government inaugurated the One-Stop Service Centre in the Special Administrative Region of Oé-Cusse Ambeno (RAEOA) on December 18, 2025, continuing the nationwide expansion of the integrated public service model.

The launch follows the recent opening of the One-Stop Service Centre in Covalima Municipality on December 11.

The inauguration ceremony was presided over by the Minister of State Administration, Tomás do Rosário Cabral, and attended by the Secretary of State for Local Development, Mateus W. dos Santos Talló, the President of the RAEOA Authority, Régio da Cruz Salu, and a representative of the United Nations Development Programme (UNDP).

With the opening of the Oé-Cusse centre, nine One-Stop Service Centres are now operational nationwide.

These centres are located in the municipalities of Aileu, Baucau, Covalima, Dili, Liquiçá, Manatuto and Manufahi, as well as in the Administrative Authority of Atauro and now in RAEOA.

The Government has also scheduled the opening of additional One-Stop Service Centres in 2026 in the municipalities of Ainaro, Bobonaro, Ermera, Lautém and Viqueque.

The One-Stop Service Centre is an initiative of the Ministry of State Administration, implemented through the Directorate-General for the Simplification and Modernisation of Local Administration, in accordance with Decree-Law No. 3/2025.

It functions as a decentralised service hub that allows citizens to access information and a range of public services in a single location.

The model aims to reduce travel, costs and administrative procedures for citizens.

In the specific context of RAEOA, the Oé-Cusse One-Stop Service Centre plays a strategic role in linking central and regional administrations.

It ensures the delivery of integrated public services tailored to the institutional characteristics of the region and brings government services closer to citizens.

On the same day, the Government also inaugurated the building of the Technical Secretariat for Electoral Administration (STAE) of the Special Administrative Region of Oé-Cusse Ambeno.

The new facility strengthens institutional conditions for the regular operation of electoral services and for the preparation of upcoming electoral processes in the region.

With the new building, STAE in RAEOA now has adequate space to mobilise equipment and logistical materials.

This will support preparations for the 2027 presidential election and future municipal elections.

The ceremonies were attended by members of the National Parliament, representatives of municipal authorities, senior officials and civil servants, security forces, community leaders and local residents.
