DILI, 23 january 2026 (TATOLI) – The Secretary of State for Local Development, Mateus W. dos Santos Tallo, joined by Baucau Municipal Authority President Veneranda Lemos Martins, officially inaugurated a two-kilometre concrete road and a three-classroom secondary school in Quelicai, Macalaco village, Baucau Municipality.
The road project, costing approximately US$34,000, and the school refurbishment, with an investment of US$22,000, were both funded by the National Suco Development Program (PNDS).
The projects aim to improve infrastructure in rural communities and enhance local living standards.
Speaking at the ceremony, Secretary of State Tallo expressed satisfaction at the completion of the projects, adding the road rehabilitation would boost the local economy and improve access to essential services such as water, electricity and markets.
He highlighted the importance of the renovated school, describing it as “an investment in the future of children and the country,” and reiterated that one of PNDS’s priorities is the improvement and modernisation of educational infrastructure in rural areas.
He also urged local authorities and the community to maintain the projects to ensure their long-term durability.
The Head of the Macalaco village praised the projects, saying they address real community needs by enhancing access to education, connectivity, health services, and local markets, while supporting economic development and daily livelihoods.
The inauguration ceremony was attended by public administration directors, the Chief of Staff of the Baucau Municipal Authority, representatives of the national police (PNTL) and defence forces (F-FDTL), the Quelicai Administrative Post Administrator, local authorities, veterans, PNDS local team members, students, and community members.
