Singapore supports protocol training to boost Timor-Leste’s ASEAN readiness

DILI, 10 March 2026 (TATOLI) – A five-day protocol training program aimed at strengthening diplomatic skills and preparing Timor-Leste officials for greater engagement with ASEAN began on Sunday in Dili.

The capacity-building initiative is organized in partnership with the Government of Singapore through the Singapore Cooperation Programme (SCP), bringing together government officials to enhance their understanding of diplomatic etiquette and high-level protocol.

Opening the training on March 9, Elisa Maria da Silva, Director-General for ASEAN Affairs at the Ministry of Foreign Affairs and Cooperation, expressed appreciation to Singapore for its continued support in strengthening institutional capacity in Timor-Leste.

Speaking on behalf of the government,Silva said the program is designed to improve officials’ skills in diplomatic protocol, including the management of high-level engagements and preparations for ASEAN-related activities.

She highlighted the importance of such initiatives in helping Timor-Leste strengthen its diplomatic capabilities and readiness to engage more actively within the regional organization.

Singapore and Timor-Leste, along with the Pacific Island states, share close and friendly relations as small island states with similar development challenges.

Through the Singapore Cooperation Programme, Singapore has been sharing its development experience while supporting capacity-building efforts in Timor-Leste and the Pacific Island region.

Nearly 6,000 officials from Timor-Leste and the Pacific Island states have participated in SCP training programs to date. These programs have covered a range of areas including finance, civil service administration, economic development and civil aviation.

Singapore has also provided technical assistance to Timor-Leste and Pacific Island countries in various sectors based on their specific needs and requests.

The protocol training is expected to further strengthen professional competencies among Timor-Leste officials and support the country’s preparations for deeper engagement with ASEAN.
