Govt to launch National Land Use Planning in the near future

DILI, 26 january 2023 (TATOLI) – The Ministry of Planning and Territory (MoPT) will launch the National Land Use Planning (NLUP) in the near future.

The launch of NLUP is part of MoPT’s main role in the development of Spatial Planning Systems based on the Spatial Planning Law. 

“To fulfill its role, the MoPT will soon launch the National Land Use Planning through a government decree law,” Minister of Planning and Territory, José Maria dos Reis said at the Dili Convention Centre, today. 

The National Land Use Planning defines the strategic framework for land use in Timor-Leste.

Reis stressed that the planning system is the driving force for change which integrates public and private interventions to promote integrated, fair, and sustainable development. 

The NLUP will also pave the way for the design of Municipal Planning Instruments. 

“Currently, MoPT is developing the municipal spatial plan for five municipalities – Ermera, Bobonaro, Lautem, Viqueque, and Baucau. The spatial plan for these municipalities will be soon completed and launched within 2023,” said Reis. 

Meanwhile, MoPT will also start developing the spatial plan for other municipalities, including Aileu, Ainaro, Covalima, Manufahi, and Liquica before 2023. 

The primary purpose of National Land Use Planning (NLUP) is to balance the rural and urban systems to achieve sustainability in the long term.

Spatial planning is necessary to address land degradation, ecosystem rehabilitation, and restoration, resolve conflicting land use demands, and ensure territorial cohesion towards sustainability.
